A consortium of 27 companies has launched Internet Court, a standard for managing natural-language contracts, escrow, and dispute resolution tailored to autonomous AI agents operating in crypto environments. GenLayer leads the initiative, which counts among its members major exchanges and infrastructure providers including OKX and MetaMask, as well as Matter Labs. The effort reflects growing recognition that as AI agents evolve from research systems into economic participants with on-chain identities and payment capabilities, new governance frameworks are needed to handle contractual relationships and conflicts between autonomous software systems.
Internet Court packages dispute-resolution mechanisms into an open consortium standard, allowing AI agents to enter into agreements and resolve disagreements without requiring human intermediaries at each step. The standard addresses a gap in the current infrastructure stack: while agents can now hold wallets, sign transactions, and interact with smart contracts autonomously, there has been no agreed-upon framework for handling breach of contract or disagreement between parties when both may be non-human actors. The approach mirrors existing decentralized protocols but is purpose-built for natural-language contracts and machine-native dispute adjudication.
What remains unclear is how Internet Court will enforce outcomes across heterogeneous blockchain networks, whether participation will be mandatory or optional for agent developers, and how the consortium intends to update the standard as agent capabilities and failure modes become better understood in production environments.
