French lawmakers approved taxes on stablecoin swaps and crypto portfolios exceeding €800,000, affecting active traders and wealthy holders considering leaving France.

France's National Assembly Finance Committee adopted two amendments on October 8, 2026 targeting crypto taxation: one would treat swaps into fiat-referenced stablecoins as taxable events rather than tax-deferred exchanges, and another would extend an exit tax to crypto portfolios exceeding €800,000. The stablecoin amendment takes effect January 1, 2027 and would require active traders to report gains when converting to qualifying stablecoins instead of deferring tax, while also mandating new record-keeping to distinguish electronic money tokens from other cryptoassets. Committee approval does not make either measure law; both remain in the first reading phase of France's 2027 finance bill.
