Chainalysis contends the agency applied evaluation criteria that were absent from the published Statement of Need, and that some of those unstated benchmarks lined up closely with capabilities and existing partnerships already held by TRM Labs.
At issue is whether the contracting process gave Chainalysis a fair chance to compete. By alleging the disclosed requirements diverged from what ICE actually used to grade bids, the company is effectively arguing the outcome was shaped before submissions were even reviewed. The relief sought is not damages but a court order halting the award and forcing the agency to rerun the process as a full, open competition.
