Optimism's governance approved moving 546.9 million OP tokens into a Strategic Ecosystem Fund managed by the Optimism Foundation, eliminating the reserve pool dedicated to future user airdrops. The tokens, worth approximately $49.7 million at the time of voting, will fund partnership arrangements, liquidity incentives, and growth initiatives across OP Mainnet and OP Enterprise. The shift reflects a strategic pivot away from broad-based user distribution toward institutional deployment, leaving tokens from the first five completed airdrops untouched.
The vote secured 61.84% backing, though this outcome hinged on Test in Prod—a core development team working on OP Stack infrastructure since 2022—committing 8.486 million OP in its favor during the final minutes. Without that vote, support would have reached only 46.47%, falling short of passage.
Concerns emerged during deliberation over the fund's scope and oversight structure. L2BEAT's governance team flagged the Foundation's mandate as overly broad and called for greater transparency about how deployments would be selected, measured, and assessed. The approved framework commits the Foundation to reporting cumulative uses through annual budget updates, though specifics on evaluation criteria remain open.
