Russia's Federal Antimonopoly Service (FAS) has prepared a draft law that would prohibit power generation companies from operating mining infrastructure. The proposal will move to public discussion soon, with the restriction intended to apply across all entities in the electricity sector, according to a deputy head of the FAS.
The measure addresses growing energy demands from data centers and mining operations in Russia. Current load from these facilities, including cryptocurrency mining, reaches approximately 4 gigawatts—roughly 2 percent of national electricity consumption. Government projections estimate an additional 2 gigawatts of demand by 2030. Several Russian regions already maintain localized mining restrictions; Moscow and the Moscow region have implemented a ban lasting until the end of 2032.
The legal and enforcement scope of the proposed nationwide restriction remains to be determined through the public discussion phase. It is unclear whether the rule would apply retroactively to existing arrangements or only to new operational agreements, and how compliance would be monitored across Russia's fragmented energy sector.
