Russia's Federal Tax Service will gain authority to obtain device information from digital ruble transactions starting July 2027, according to orders issued in August. Tax statements will include IP addresses, MAC addresses, phone numbers, SIM card identifiers, and other device markers alongside transaction amounts, times, purposes, and parties involved. The data collection aims to help tax authorities link separate accounts, uncover hidden income, detect use of third-party wallets, and identify related transfers that may indicate business fragmentation.
The FNS will not automatically receive information on all digital ruble operations; device identifiers will be transmitted only in cases prescribed by law and upon request from tax authorities. Experts caution that matching IP or MAC addresses alone cannot prove wrongdoing, since different users may share a device or network connection, and technical evidence must be evaluated alongside other proof of violation.
