The Ethereum Foundation's Protocol Cluster released its Hegotá upgrade assessment, grading 62 proposed EIPs for inclusion in the roadmap. Two proposals—EIP-7805 (FOCIL, addressing anti-censorship) and EIP-8141 (Frame Transactions, enabling account abstraction and gasless transactions)—received the highest S-tier rating as essential features, while 15 additional proposals were rated A-tier as likely candidates for inclusion and 28 were rejected.
The assessment lays out a multi-year development trajectory centered on quantum resistance. The Protocol Cluster identified five cross-upgrade research priorities—fast finality, post-quantum security, privacy, state, and zkEVM—spanning Ethereum's execution, consensus, and data layers, with a target completion date of December 2029 for quantum-resistant capabilities.
