Analysis of whether Kraken could become the first compliant HIP-3 deployer for Hyperliquid, with discussion of regulatory-aligned testnet features.
DeFi & Yields ·
Hyperliquid is building testnet capabilities designed to support compliant deployment of decentralized exchanges, including whitelisting, order cancellation, reduce-only order closure, and collateral movement—functions that would align with regulatory requirements. A testnet deployer called "Kraken HIP-3 test DEX" went live on August 19, whitelisted 10 wallets, activated three of five available controls, and registered a "Kraken Exchange Validator," suggesting activity by a major exchange operator in testing the framework.
While testnet deployments can be launched permissionlessly under any name, the pattern of behaviors combined with recent HyperCore expansion of xStocks—owned by Payward, Kraken's parent company—points toward potential Kraken involvement in testing the protocol's new permissioned infrastructure.
The extent of Kraken's actual participation and timing for any mainnet deployment remain unclear. The testnet phase itself does not confirm whether Kraken will become the first compliant HIP-3 deployer or what regulatory jurisdiction might govern any such move.
