Circle has received final approval from the Office of the Comptroller of the Currency to establish a national trust bank, according to Circle's official announcement. The charter grants Circle federal authority to operate as a fiduciary institution and manage custody on a nationwide basis, eliminating reliance on state-by-state licensing frameworks.
The OCC's trust charter authorizes Circle to hold assets and conduct trust activities under continuous federal examination and capital requirements, though it does not include deposit-taking authority. For institutional clients—hedge funds, investment advisers, and broker-dealers—such a federally chartered custodian meets internal compliance standards that most state trust licenses do not satisfy, since it operates under supervision by a federal regulator.
The approval strengthens USDC's operational infrastructure by embedding its issuer within a federally recognized prudential framework. How Circle will deploy this charter to enhance USDC's institutional adoption, and whether additional stablecoin-issuing firms will pursue similar OCC charters, remain to be clarified.
