Coinbase CEO Brian Armstrong indicated to CNBC that the CLARITY Act stands within reach of the 60 votes needed for Senate passage, with remaining disagreements concentrated on ethics provisions. A pivotal vote is scheduled for Sept. 15. If enacted, Armstrong argued the measure would draw more institutional participation and enable products like tokenized equities to gain foothold in U.S. markets.
Regulatory momentum may not hinge entirely on the bill's fate. Grayscale's head of research noted that stablecoins, token issuance frameworks, tokenized securities, and regulated perpetual futures are already advancing through separate channels. Both industry figures contended that even a 2026 failure would not block the SEC and CFTC from issuing rules that establish clearer guardrails for crypto operations.
What remains uncertain is whether the Sept. 15 vote will clear its threshold, and how quickly agency-level rule-making might proceed if legislative action stalls.
