The European Union's 21st sanctions package against Russia, adopted on July 23, imposed transaction bans on 14 non-EU crypto platforms including HTX, EXMO, BitPapa, and others operating across Georgia, Panama, the UAE, and other jurisdictions. The measure grants the EU authority to restrict crypto asset services from entire third countries if their platforms facilitate Russian sanctions evasion. The package added 218 listings in total, marking the largest batch in four years.
