The feature remains optional and will not impact markets already in operation. An initial testnet version is currently available.
The permissioning mechanism allows deployers to control who may access specific markets by managing whitelist records on-chain. This capability is designed as an extension layered atop existing HIP-3 functionality rather than a replacement, preserving backward compatibility with deployed markets.
