Judge Analisa Torres' July 2023 ruling that Ripple's programmatic sales of XRP on exchanges did not constitute securities transactions marked a watershed moment for the asset. The decision distinguished between institutional sales—found to violate securities law—and public exchange trades, which the court determined fell outside securities regulation. The market response was immediate: XRP surged over 70% in a single day as major exchanges relisted the token after suspending it during the SEC lawsuit.
The ruling catalyzed institutional adoption and corporate expansion. Ripple launched RLUSD, its dollar-backed stablecoin, in December 2024 and pursued a series of strategic partnerships spanning cross-border payments, tokenized real-world assets, and custody infrastructure. In acquisitions, the company purchased Standard Custody & Trust Company (closed June 2024) and, in April 2025, acquired Hidden Road for $1.25 billion to expand into institutional prime brokerage and clearing services, positioning RLUSD and XRP Ledger within Hidden Road's post-trade infrastructure.
Spot XRP ETFs launched in late 2025 following applications from asset managers including Bitwise, Franklin Templeton, and Grayscale, becoming a major vehicle for institutional capital. These funds dominated crypto ETF flows through a nine-week winning streak before recording $2.50 million in outflows in early July 2025. Price action climbed above $3 in early 2025 and reached a new all-time high in July that year, though subsequent corrections left XRP above $1 on the ruling's third anniversary.
