House committees weigh crypto tax relief and a Bitcoin reserve mandate
Regulation & Gov ·
Two House panels are set to mark up separate crypto bills today, even as parallel Senate legislation remains stalled.
The House Ways and Means Committee is scheduled to mark up a crypto tax bill at 10:00 a.m. ET, according to a report citing commentary from Eleanor Terrett published on wublockchain.xyz. At the same time, the House Financial Services Committee will begin considering several measures, including the Strategic Bitcoin Reserve bill introduced earlier this year by Rep. Nick Begich.
The activity comes despite setbacks for the broader crypto legislative push in the Senate, where the Clarity Act has stalled. That stall has not halted House-level efforts, which are proceeding on a separate track through the two committees' respective jurisdictions over tax policy and financial services regulation.
Corroborating detail from the same legislative cluster indicates the tax bill under review would eliminate capital gains tax on crypto transactions under $10 in fees, addressing a long-standing complaint that small, routine transactions trigger disproportionate reporting burdens. Separately, the Strategic Bitcoin Reserve proposal would mandate that the federal government hold Bitcoin reserves for a period of 20 years, formalizing a long-term holding structure rather than leaving reserve policy to executive discretion.
The two bills reflect distinct policy tracks moving in parallel: one addressing day-to-day tax treatment of small crypto transactions, the other addressing the government's own balance-sheet exposure to Bitcoin. Both are being taken up at the committee level today, meaning markup could result in amendments, delays, or referral for full floor votes rather than final passage.
What remains unresolved is whether either bill advances beyond committee markup, and on what timeline, particularly given the Clarity Act's failure to clear the Senate's 60-vote threshold. It is also unclear whether the 20-year holding mandate in the Strategic Bitcoin Reserve bill will survive markup unchanged, or whether the tax bill's $10 fee threshold will be adjusted. Outcomes from both committee sessions are the next markers to watch.
