The crypto and fintech landscape saw multiple shifts this week. Kinetiq's Elysium Layer 2 for Hyperliquid is set to launch its mainnet on November 9, while Hyperliquid Strategies (PURR) increased its token buyback commitment from $30M to $100M. Separately, Initia halted operations across its L1 and rollups after an attacker exploited a vulnerability to mint tokens without authorization and extract approximately $2.6M.
Central bank activity in Southeast Asia proceeded in parallel. Singapore, Malaysia, and Thailand's monetary authorities advanced their joint effort on cross-border stablecoin and tokenized deposit settlement capabilities in partnership with Ripple, Visa, and Mastercard. On the institutional stablecoin front, HSBC deployed its inaugural stablecoin to a user base exceeding 3 million across its mainstream banking application.
Regulatory friction emerged around tokenized securities in the United States, as Wells Fargo, Intuit, and approximately 20 other firms moved to prevent OKX and ICE from tokenizing their equity shares. Robinhood received authorization from Dubai authorities to establish regional headquarters and launch stock, crypto, and ETF trading services beginning in 2027.
