Base joins SMBC Nikko-led group to build Japan DeFi access point

Five organizations signed a memorandum of understanding to create a compliant liquidity gateway aimed at Japanese investors, targeting completion by mid-2027.
Base said it is partnering with SMBC Nikko Securities to develop an institutional DeFi Gateway for Japan, according to a post shared on x.com. The project groups SMBC Nikko and Nethermind as co-leads alongside Uniswap Labs, Base and Nyx Foundation, formalized through a signed memorandum of understanding rather than a finished product.
The effort traces back to a concept SMBC Nikko and Nethermind first floated on March 6, 2026, focused on letting Japanese investors supply liquidity to automated market makers. Since that initial announcement, the two firms have worked to narrow the project's scope, and the current roster now includes partners contributing regulatory, technical and market-making expertise rather than a single-firm buildout.
The plan centers on constructing regulatory-compliant liquidity pools using Uniswap V4 hooks that embed AML/CFT and investor-protection controls directly into pool design. Alongside that, the group intends to build agentic vaults and simplified interfaces driven by verifiable, reproducible AI, meant to lower the barrier for Japanese investors entering on-chain markets. A further workstream covers asset deployment strategies intended to widen liquidity provision across digital assets, including stablecoins and real-world assets.
Roles are split across the five participants: SMBC Nikko handles regulatory dialogue, compliance and portfolio-management input; Nethermind oversees smart-contract due diligence and validates AMM and hook strategies, including token and security review; Uniswap Labs contributes protocol-integration and liquidity-deployment expertise; Base supports deployment within its own ecosystem, including feedback tied to x402 agentic infrastructure; and Nyx Foundation advises on market-making strategy and hook design.
The gateway is slated for completion by mid-2027, with progress to be shared periodically with Japanese regulators, including the Financial Services Agency, to inform ongoing debate over DeFi rulemaking in the country. What remains undefined is how the compliance mechanisms embedded in the Uniswap V4 hooks will actually function in practice, and how regulators will respond as the build progresses toward its mid-2027 target.
