Ten European financial institutions formally established Regulated Layer One on July 28, 2026, transferring ownership of a permissioned blockchain network to a member-owned cooperative headquartered in Luxembourg. The network, built on SWIAT's distributed ledger technology, has processed over €700 million across 50+ transactions during three years of live operation and is designed to support tokenized assets, digital money, and capital market settlement. Founding members including ABN AMRO, DekaBank, and Natixis CIB hold equal voting rights within the cooperative structure. The permissioned architecture targets bond tokenization, real-world asset settlement, and collateral mobility for regulated European financial markets.
