ZetaChain plans to shut down Layer 1, move ZETA to Solana on Dec 9

A governance measure now live on ZetaHub would halt ZetaChain's own blockchain and migrate its native token to Solana as an SPL asset, pairing the move with the launch of a new AI application.
Governance Proposal 2, detailed in a ZetaChain blog post, lays out the mechanism, dates and holder protections for the transition, following direction set by an earlier Proposal 68. If it passes, the ZetaChain Layer 1 halts around December 9, with a snapshot taken at a published block height capturing every ZETA balance โ liquid, staked, unbonding and unclaimed rewards. The snapshot total is minted as a native SPL token on Solana, 1:1 under the same ticker, before the mint authority is revoked so no additional supply can be created. The ZetaHub migration portal opens the same day at hub.zetachain.com/migrate for holders to claim, with staked and exchange balances converting automatically and no fee or SOL required to claim.
ZetaChain was built to let a single smart contract hold and move assets across chains such as Ethereum, Bitcoin and Solana without wrapping or bridges. The migration reframes that interoperability effort around a new product: ZetaLabs, described as private AI for markets, launches December 9 alongside the token move, built on chat and memory technology the company has run in production since February 2026. The rationale tied to the shift notes that agent payment rails such as x402 already route a large share of volume through Solana.
Supply mechanics are also addressed in the proposal: roughly 55 million ZETA of undistributed validator emissions are to be burned monthly through 2027 on the schedule they would otherwise have been issued, meaning no inflation on Solana. Purchaser and core contributor vesting is set to complete January 1, 2027, with no newly released ZETA sold that year. The migration portal and its underlying program are undergoing an independent security review by Hacken, which must be completed and published before the portal opens.
The proposal's predecessor, Proposal 68, passed in September with 99.4% support, and voting on Proposal 2 itself runs for 72 hours, with no changes taking effect unless it passes. Coverage of the plan has also appeared via wublockchain.xyz. What remains unresolved is the outcome of the Proposal 2 vote, the final published block height for the snapshot, and completion of the Hacken review, all of which determine whether the December 9 timeline holds.
