Zcash co-founder proposes ending grant-program subsidy

Sean Bowe has proposed redirecting the 8% block subsidy currently funding community grants into a Network Sustainability Mechanism instead.
Zcash co-founder Sean Bowe has put forward a proposal to halt the portion of block subsidies allocated to the community grant program, citing the roughly $125 million already held in reserves by the Zcash Community Grants body, according to The Block. Under the plan, the 8% of block subsidies that currently flows to grants would instead be redirected to a Network Sustainability Mechanism, while ZCG's existing reserves would remain untouched.
The proposal does not call for shrinking the overall subsidy pool but for rerouting where a fixed slice of it goes. Zcash's block rewards are split among multiple allocations, and the 8% in question has funded ecosystem grants; Bowe's plan would carve that stream out and point it toward a mechanism aimed at longer-term network sustainability rather than discretionary grantmaking, per coverage from wublockchain.xyz.
Because ZCG's roughly $125 million in reserves would stay intact, the proposal is framed as a reallocation of future issuance rather than a clawback of funds already committed or held by the grants body. That distinction appears central to the pitch: existing grant obligations and the treasury balance are preserved, while new subsidy flows going forward would be diverted.
The idea has drawn attention across several outlets tracking Zcash governance, with at least four distinct sources describing the same core mechanics โ ending the grants-directed subsidy and shifting it to a sustainability mechanism. Additional discussion of the proposal, including community reaction, has circulated through posts such as one from x.com, and background on the broader Zcash ecosystem is tracked at leviathan.news.
What remains unresolved is how the Network Sustainability Mechanism would be structured, who would govern its disbursements, and whether the proposal requires a formal on-chain or community vote to take effect. It is also unclear what timeline Bowe has suggested for implementation or how ZCG itself has responded to a plan that would cut off its subsidy-based funding while leaving its existing $125 million reserve pool unchanged.
